The honest status

Where Zone 0 stands right now.

AB 3074 became law in 2021. The California Board of Forestry & Fire Protection is finalizing the rules in mid-to-late 2026 after multiple delays. When adopted, new construction in Very High Fire Hazard Severity Zones must comply immediately. Existing homes will be phased in starting 2027.

But the bigger deadline is your insurance carrier. California insurers are already applying Zone 0 standards to underwriting decisions β€” non-renewals, premium hikes, and claim denials are happening to non-compliant homes right now, regardless of what the state has finalized.

Getting ahead of the rule and your insurer is the same project.

Insurance carriers are enforcing it

Why now

The state timeline keeps slipping. Your insurer's timeline is now.

California's Zone 0 rules have been delayed three times and are still being finalized. But insurance carriers aren't waiting β€” non-renewals, premium hikes, and claim denials are happening to non-compliant homes today.

The Law

What Zone 0 actually means.

Zone 0 is the first 5 feet from every wall of your home. It must be free of anything that can burn β€” combustible mulch, wood chips, dry vegetation, wooden fencing attached to the house, firewood piles, propane tanks, lumber, and combustible outdoor furniture.

The rule is built on hard-won research: most homes that burn in a wildfire are not consumed by the fire front itself, but by embers that land in a vulnerable spot near the structure. Zone 0 is the strongest single thing a homeowner can do to survive an ember storm.

Beyond the safety case, it's also rapidly becoming an insurance issue. California carriers are pricing β€” and sometimes refusing β€” coverage based on whether a home meets these new ember-resistant standards.
